刘海若事件补疑

     (文章后附精神病学公共课考试题答案。试题曾刊登在《陈竺部长不要瞎指挥》一文后。)

    我对刘海若事件还有一个疑问,就是把刘海若从英国运送回中国的全部花费应当谁出?

    在西方,一个工作人员受了伤,马上要回答的问题是:这是工作中受的伤还是工作以外受的伤?因为涉及到谁应该出钱给刘海若看病的问题。需要说明的是,这个问题和刘海若的治疗过程没有关系,无论谁出钱,治疗过程都一样。

    鉴于当今全世界在一线工作的新闻记者常常有生命危险,凤凰卫视总裁刘长乐给一线的记者买了“高达五十万美金的相关保险” 和“享用SOS飞机运输”的服务。问题是刘长乐买的“相关保险”和“SOS飞机运输服务”包括不包括像刘海若这样的“非工作受伤”?

    2002年和2003年的《中国新闻网》和《北京青年报》(附录3,4)报道说,“通过凤凰卫视与保险公司和SOS的联络”和“伦敦时间6月7日一早,国际SOS救援中心开始运送海若”。让人感到SOS愿意提供刘海若“非工作受伤”的保险责任。凤凰卫视新闻从业人员的受伤保险范围cover之广让人羡慕。但是,有一点是确定的,就是最终运送刘海若从英国到北京的飞机不是SOS的,而是中国政府委派的中国民航机。报道是这样说的:“由于国际SOS救援中心的四架飞机分别在南非、新加坡和日内瓦执行任务,为了节省时间,海若的家人最后决定搭乘中国国际航空公司的班机。”

    刘长乐买了SOS的保险,到了用的时候SOS说没有飞机,这个保险不是白买了。SOS可以有忙的时候,忙到抽不出飞机来运送刘海若,但是请别的飞机来运送刘海乐的(合理的)运费必须是SOS出。所以我对报道中暗示的“SOS本应当运送刘海若”的说法持有怀疑态度。特别是刘海若从英国运回北京是可以“择日”的,但却有人说SOS的四架飞机忙不过来。刘长乐又说:“现在可以透露的是,在英国铁路及保险公司进行相关的赔偿前,所有的花销几乎全部是凤凰卫视垫付的。” 同样是提供医疗抢救的保险公司有很多不同的保险对象,刘长乐说的“保险公司”是车祸保险公司,普通医疗保险公司,还是工伤保险公司?

    我对这件事深揪不放是因为我要批评朱镕基政府当年在刘海若的救治一事上乱花纳税人的钱。既然有凤凰卫视买的医疗保险出钱在英国救治刘海若,有凤凰卫视买的SOS飞机运送刘海若回北京,朱镕基政府为什么要充大头?朱镕基政府花在刘海若身上的全部(包括小组人员的)运送费用找SOS报销过吗?

    刘海若事件应当写进今天的中国中学政治课本里。这是一个从毛泽东的“天子与士大夫”共治,在上要“能令”,在下要“受命”的封建政治转型到“以人为本”的现代政治的一个绝好教材。内容生动典型。人道,文化,社会制度,个性,法律常识,“想要露一手”(被歧视者的冲动),政府买单等多方面的问题交织在一起,“矛盾重重”,极具有讨论价值。要让全国的中学生都来参加这个讨论,问一问大家,人民纳税的钱应当怎样花?以人为本是以谁人为本?以达官贵人为本?以皇亲国戚为本?以有钱人有势的人为本?以社会知名人士,认识总理的人为本?还是以天下苍生为本,以平民百姓为本?

    凤凰卫视垫付医疗费

    海若赴英休假主要的目的是为其妹赴英留学考察学校环境。失事当天海若也不在工作之中,那么凤凰卫视是否会负担海若的治疗费用也自然成为人们关注的焦点。对此,刘长乐哈哈一笑,说:“现在可以透露的是,在英国铁路及保险公司进行相关的赔偿前,所有的花销几乎全部是凤凰卫视垫付的,而且海若他们的“身价”比我要高,我给他们一线主持人上了高达五十万美金的相关保险,这也是她得以享用SOS飞机运输的原因,有这种保险,受益者可以在伤病时享受从世界上任意一地用飞机运送到另外任意一地的待遇。”

    幸而凤凰卫视为主持人都提供了高额医疗保险,也包括了SOS国际救援服务。通过凤凰卫视与保险公司和SOS的联络,6月3日海若的姐夫来到凤凰卫视香港总部商讨以航空方式护送海若离开伦敦的各项细节。

    与此同时,拥有中国第一个神经外科研究所的北京宣武医院正在加紧准备,迎接海若的到来。因为熟悉海若床边的各种仪器,凌大夫通过在现场的人报告仪器上显示的数字,对海若每天的病情了如指掌。

    由于国际SOS救援中心的四架飞机分别在南非、新加坡和日内瓦执行任务,为了节省时间,海若的家人最后决定搭乘中国国际航空公司的班机。为此国航特地破例配备了双机长和双乘务长,另外为防备海若病情突然严重,还选择了五个备降场。为让海若安全回家,中国国际航空公司做了全方位的准备,就连担架位置选择也是精心设计,并准备了7瓶氧气。

    伦敦时间6月7日一早,国际SOS救援中心开始运送海若,在确认一切正常后,海若踏上了离开伦敦的行程。海若带着人们的关爱和祝福回家了。

    Alzheimer’s disease would usually manifest with greater confusion and memory loss. A thorough medical evaluation is always indicated when dementia is suspected.

    A patient with an adjustment disorder with depressed mood would not manifest these bizarre delusions.

    Paranoid schizophrenia would not manifest with this exaggerated affect but would present with inappropriate paranoid projection, often with overt auditory hallucinations.

    A patient with a somatization disorder will express emotions through physical symptoms but not to this delusional degree; nor is such a patient profoundly depressed.(王澄)
