【摘要】 随着医学教育、培养的发展，以及卫生事业的进步，医院特别是高等级医院中高级职称医师比例增大，医师队伍结构已经显著变化，加上百姓对医疗服务要求的提高，以往的人事制度尤其是旧的人员编制规定已经不适应当今卫生事业的发展，本文从医师队伍结构的变化、医疗服务模式的转变，结合医疗单位人力资源管理改革提出我们的观点，与同道交流。
