【摘要】 随着国家卫生部将开展的“以病人为中心，以提高医疗服务质量为主题”的医院管理年活动的深入，如何在“医改成功与否”的热点话题外，通过一些切实可行的有效措施，为解决“看病难、看病贵”问题起一些积极的作用，本文较全面分析了完善三级转诊制度对医疗卫生体系运行的合理因素，并明确了其对构建和谐医院建设的重要价值，为解决目前医疗卫生运行体系中客观存在的问题提出了一些有益的建议。【关键词】 三级转诊制度；和谐医院；医疗卫生运行体系；医疗服务需求；患者医疗需要

【Abstract】 This article has specified the important value of the three-level patient transferring system in the building of a harmonious hospital through a complete analysis of reasonable factors of the consummation of the system for the operation of the health system and put forward some beneficial suggestions to settle the objective matters existed in the current health operation system.
