防城港口岸1999～2002年

    出入境集装箱检验检疫情况分析

    摘要 本文对1999年12月1日至2002年11月30日防城港口岸出入境集装箱的检验检疫监

    管情况进行分析。结果显示:出入境集装箱逐年增多 ,入境空箱比重箱多而出境空箱比重箱少 ,出

    境集装箱卫生状况较入境箱好 ,马士基航线(来自越南、新加坡、马来西亚)比香港航线的入境集装

    箱卫生状况差 ,存在检验检疫不合格的集装箱占39标箱 ,检出率为0110 % ,检验检疫不合格多见于

    查出携带有植物性残留物、蜚蠊、粪便、卫生纸、泥土等。通过分析 ,为做好集装箱检验检疫分类管

    理 ,突出工作重点 ,简化查验手续 ,提高通关速度等方面提供理论依据。

    Abstract Objective The Inspection and Quarantine supervision and management condition on Entry -

    exit containers at Fangcheng port from Dec. 1 ,1999 to Nov. 30 ,2002 is analysed in this article. The result

    shows :the quantities of entry - exit containers increased year by year.Among them ,the entry empty containers

    were more than those with cargo while the exit empty containers were fewer than those with cargo. The hygiene

    condition of exit containers were better than entry ones ; the hygiene condition in entry MAERSK containers

    which came from Vietnam ,Singapore and Malaysia were worse than those came from Hong Kong. The unquali2

    fied containers on Inspection and Quarantine reached 39 standard containers with a discovering rate of 0. 10 %.

    Those unqualified containers have been discovered often for having plant residue ,periplaneta ,faeces ,toilet pa 2

    pers and clay ,etc. . Through analysis ,the article provided theoretical basis for better carring out the classified

    management of inspection and quarantine upon containers ,stressing main point of working ,simplifying the for 2

    malities and boosting the speed of inspection clearance.

    集装箱运输是对外贸易运输的主要方式之

    一 ,其作为一种特殊的运输工具在全球范围内流

    转而且周转很快 ,加上集装箱具有密闭、保湿、保

    温 ,从而为病媒昆虫、啮齿动物和动植物病虫害

    的栖息和在世界各地的传播提供了机会。集装

    箱检验检疫涉及到卫生检疫、动植物检疫和检验

    鉴定 ,做好集装箱的检验检疫监管工作具有防止

    传染病、动植物有害生物以及有毒有害物质的传

    入传出 ,保护人民身体健康 ,保护我国农业生态

    环境安全 ,保证商品质量 ,促进我国对外发展的

    重要意义。防城港检验检疫局严格按照集装箱

    的有关法规认真开展集装箱的检验检疫工作 ,现

    将1999 年12 月1 日至2002 年11 月30 日出入境

    集装箱的检验检疫情况进行分析 ,为简化查验手

    续、改革抽查比例、提高通关速度把检验检疫工

    作重点转移到涉及安全、卫生、健康、环保方面提

    供理论依据。

    1 防城港口岸出入境集装箱检验检疫的基本情况

    1999 年12月1日至2002年11月30日 ,防城港

    口岸出入境集装箱为 39609 标箱 ,其中入境 19659

    标箱 ,出境 19950 标箱 ,来自疫区 3889 标箱 ......
