【摘要】本文论述了农村“卫生三级网”网底――村级卫生所在农村卫生和实施初级卫生保健工作中的地位和作用，提出了村卫生所建设要从加强领导，明确村卫生所性质；整顿社会医药市场，创造良好的办医环境；切实搞好村卫生所内涵建设，积极发挥效益，为人民的健康服务等几方面采取措施，才能使村卫生所得到巩固和良好发展。
