【摘要】 湖北省恩施土家族、苗族自治州，地处贫困山区，是我国最年轻的少数民族自治州，是享受西部大开发政策的地区。恩施市是其政府所在地，恩施市的院前急救至今是一片空白。笔者概述了恩施市院前急救呼救难、施救难等现状，剖析了出现这种状况的原因，提出了成立指挥协调中心、多方筹集资金、科学管理等建议。

    【Abstract】 Enshi Tujia and Miao Nationalities autonomous prefecture is the youngest prefecture in China.It lies in the poor mountain area.It also benefits from the open up the west policy.Enshi is the capital city，but its first aid before entering the hospital is a blank.This paper describes the difficulty of calling and aiding on the first aid be-fore entering the hospital and analyzes the causes.The author puts forward to establish a coordinate leading center and gather funds in many ways and also scientific management.
