【摘要】 疾病的防控与救治是一项长期而艰巨的工作，SARS疫情暴露了我国公共卫生领域的许多薄弱环节，使我们认识到临床医学与公共卫生整合的必要性和迫切性。只有使二者有机的结合，并建立起一个适合我国国情的公共卫生预防与临床救治相结合的医疗救治体系，才能更有效地确保人民群众的身心健康。

    【Abstract】 The prevention and cure of disease is a long and hard duty.The outbreak of SARS exposed the insufficiency of our public health system,and made us realized that the conformity of clinical medicine and public health is necessary and urgent.With conformity to establish a emergency system of the prevention of public health and cure and clinical medicine,which conform to the situation in China,that can be to serve for people’s health more effective.

    在过去的20世纪中，人类在临床医学和公共卫生领域中都取得了辉煌的成就。随着天花的被消灭，脊髓灰质炎接近消除，鼠疫、霍乱等一大批曾肆虐全球的传染病、寄生虫病被有效的控制，全球急性传染病的病死率已由20世纪50年代的56.6/10万下降到20世纪90年代的11.32/10万[1]，同时我们也看到伴随着社会的进步及人类生存条件的改变，许许多多危害人类身心健康的生物因素、环境因素、社会因素被进一步认识，同时一些既往已被控制的传染病和寄生虫病有死灰复燃、重新横行的趋势，这些为临床医学和公共卫生事业又提出了新的挑战 ......
