AbstractThe public health emergency is paroxysmal and unforeseeing, which would involve a lot of people and severely affect social economic system, in addition the crisis brought about by itself would badly endanger society. During dealing with the emergency, the curability chance is transient, so as to require that decision-maker should make pivotal decisions on time pressure and at the condition of high instability. With the scientific decision methods, through scientific thinking methods and decision procedure and by various scientific analysis methods, we can availably remedy experience decision shortages, avoid irrational decision results, and advance responsive abilities to public health emergency.
