摘 要 高等教育科学发展观，在思想内涵上包括可持续发展的高等教育价值观、协调发展的高等教育发展观和整体发展的高等教育人才观三个方面，在战略选择上，指出高等教育的发展要走内涵与外延相结合，质量、数量兼顾、质量优先相结合，增强投入与提高效益相结合，科学发展观和科学人才观相结合，优化教育结构与社会进步需求相结合的道路。关键词 高等教育；科学发展观；全面发展；协调发展；可持续发展
Build up the scientific viewpoint of development to promote the higher education

Abstract In terms of ideological connotation,the scientific viewpoint of development in higher education includes three aspects: the perspective of values about sustainable development of higher education,the perspective of harmonious development of higher education,and the perspective of talented personnel concerning the overall development of higher education. In the strategic choices,this paper points out that the development of higher education should take the road of combining connotation with extension,combining giving attention to both quality and quantity with giving priority to quality,combining increasing investment with enhancing benefit,combining the scientific viewpoint of development with the scientific perspective of talented personnel,and combining optimizing educational structure with the need of social progress. ......
