Abstract As an essential part of the medical reform, the optimal allocation of the urban health resources plays an important role in the process of improving the people’s living standard so as to establish a harmonious society. From the point of analyzing of the situation of the health resources allocation, the article sets to give some ideas on the countermeasures of the optimal allocation of the urban health resources: to establish and implement the regional health planning and to adjust the existing resources; to establish a new system of health service by combining the urban health centers and community health services institutions; to develop the non-state owned medical institutes and to strengthen whole-occupation supervision and management; to establish and perfect the coverage and function of public medical system.
