加强中药饮片质量管理的几点建议(1)
[摘要]随着社会的发展和人民生活水平的不断提高，中药在治疗和保健方面的作用越来越突出。中药饮片是中药的重要组成部分，它既可以直接应用于临床治疗又是生产中成药的原料，因此保证中药饮片的质量尤为重要。中药饮片的生产环节众多，在各个环节都存在对其质量造成不良影响的可能。该文依据中药饮片生产链，分析了中药材选种、种植、采购、加工炮制、包装、仓储和运输环节中主要存在的影响质量的问题，如：植物类中药材种质资源不佳、脱离原产地盲目引种、生长时间不足和有害物质残留超标;采购、验收人员缺乏专业知识和职业道德;炮制机制不明确、标准不统一，炮制人才缺乏等。并提出建议：加强中药饮片关键科学问题基础研究;提高中药饮片从业人员素质;建立中药饮片企业“一体化”的运营模式;培育优质种植资源，建立大型种植基地;规范中药饮片包装;建立现代化中药物流企业。

[Abstract]Withthedevelopmentofsocietyandtheimprovementofpeople′slivingstandards，theeffectofChinesemedicineintreatmentandhealthcareismoreandmoreprominent.TheherbaldecoctionpiecesaretheimportantpartofChinesemedicine，itcanbeapplieddirectlytoclinicaltreatmentandit′salsotherawmaterialofChinesepatentmedicine.Therefore，thequalityofherbaldecoctionpiecesisquiteimportant.Thepartsoftheproductionofherbaldecoctionpiecesarenumerous，andtherearepossibilitiesofadverseeffectsonthequalityoftheherbaldecoctionpiecesineverypart.Inthispaper，webasedontheproductionchainofherbaldecoctionpieces，analyzedthemainproblemthataffectthequalityofherbaldecoctionpiecesinthepartofselectionofChineseherbalmedicines，planting，purchasing，processing，packaging，storageandtransport，suchasthepoorqualityofseedandseedlingsofplant-basedChinesemedicines，someplantslefttheirplaceoforiginandhavebeenintroducedintheplacethatisnotsuitableforthiskindofplant，theinsufficientgrowthtimeandtheexcessiveharmfulsubstances.Thepurchasersandtheaccepterslackofprofessionalknowledgeandprofessionalethics.Themechanismofprocessingisnotclear，thestandardscannotbeuniformed，andlackofqualifiedpersoninprocessing，etc.Sowesuggest：intensifythebasicresearchofkeyscientificissues.Improvethequalityofpersonswhoworkinherbaldecoctionpieces;Establishan"integration"modeofoperationinherbaldecoctionpiecesenterprise;Breedinghighqualityplantresources，establishthelarge-scaleplantingbasement;Makethepackingofherbaldecoctionpiecesstandard;EstablishthemodernizationtraditionalChinesemedicinelogisticsenterprise.

中药饮片是指在中医药理论指导下，根据辨证施治的原则及调剂、制剂的需要，对中药材进行加工炮制后的成品[1]。中药材、中药饮片和中成药共同构成了中药产业的三大支柱。中药饮片作为中药产业的中间环节，既可直接应用于临床治疗，又是生产中成药的原料，其质量关系到人们用药安全和疗效，关系到中药产业发展，也关系到饮片生产企业市场竞争力。中药饮片质量良莠不齐问题由来已久，近年来，国内多地中药饮片加工企业在饮片加工过程中的染色、人工增重、掺杂和掺假等行为被频频曝光[2]，反映出中药饮片的质量管理水平亟需完善。本文基于中药饮片产业链中的生产环节，分析其影响质量的主要问题，力图为改进中药饮片质量管理提供参考。 (刘妍 聂青 陈晶)
