摘要：本研究从退役运动员的保障工作的具体落实为出发点，本着以人为本，以退役运动员的切身利益为本的基本理念，在前期丰富的开展退役运动员职业辅导工作经验的基础上，通过进一步的归纳整理、提炼升华，尝试性地提出退役运动员的职业能力评估和发展模式，将退役运动员的职业技能测评、职业技能培训、职业资格认证，就业创业孵化工作相结合，为各省的退役运动员职业指导工作提供理论借鉴，促进我国竞技体育的协调、可持续发展。
