摘要：社会事业改革均具有传承性和创新性。医改关系国计民生，近代医疗卫生服务体系自建立以来，为提高服务效率和可及性，从清末到建国后历次医疗卫生改革，均为当前正在进行的新一轮医改积累了丰富的经验。本文从历次医改的目标、制度设计、措施上进行分析归纳，分析改革的传承与创新，为本轮医改提供参考和建议。

    On the inheritance and innovation of China medical health system reform

    Abstract Social undertakings have inheritance and innovation. Health care reform influence the livelihood of nation and people. In order to improve the service efficiency and accessibility, modern medical and health service system had experienced many reforms since its establishment. From the late Qing Dynasty to the founding of the PRC, all of the health care reforms had accumulated rich experience for the ongoing new round of health care reform. This paper analyzed and summarized from the previous goal of health reform, the system design and measures, elaborated the inheritance and innovation of the reforms, and provide reference and suggestions for the health care reform. ......
