新疆南疆地区农牧区乡镇卫生院公共卫生功能实施状况分析(1)

[摘要] 目的 了解新疆南疆地区乡镇卫生院公共卫生功能实施状况，分析其影响因素并提出对策建议。方法 采取新疆卫生资源填报系统对南疆喀什、和田地区254个乡镇卫生院进行调查。结果 乡镇卫生院公共卫生功能定位不清楚，公共卫生人才队伍结构不合理，政府经费投入不足。结论 从明确乡镇卫生院在公共卫生服务中的功能、完善公共卫生经费投入机制、加大农村卫生人力资源建设等三个方面提出对策建议，为政府卫生行政部门提供相关参考。

[Abstract] Objective To understand the situation of public health function of township health in southern area of xinjiang，this paper analyzed the reasons of existing problems and supplied some policy suggestions for public health function. Methods Using health resources data system to study current situation of township hospital in Kashi and Hetian. Results The study disclosed some problems：inaccurately of function location，lack of talented，insufficient of government finance investment. Conclusion The measures that should be taken into action as follows：locate the functions of rural hospitals，strengthen the talents team construction，increasing the financial investment.

乡(镇)卫生院是农村三级卫生网的中心枢纽，它同时具备基本医疗、预防保健和乡村公共卫生管理的职能，在农村公共卫生建设中占有重要的地位。乡镇卫生院承担着对地方病、传染病等进行防治，对农村常见病、多发病进行治疗，为农民提供卫生保健、健康宣传和基本医疗等服务，以满足农村居民的卫生服务需求[1，2]。新疆南疆地区农牧区面临着地域广、人口少、交通不便、发展情况相对落后的实际情况，存在着服务人群少、服务半径大、服务成本高的特点，以及地域的原因和少数民族的风俗习惯等，该地区农牧民存在地方病、恶性肿瘤、高血压、心脑血管疾病等慢性非传染性疾病，并且呈现出高发的态势，正成为南疆地区重要的公共卫生问题。该研究通过对和田地区、喀什地区所有乡镇卫生院进行调查研究，分析该地区乡镇卫生院公共卫生功能实施状况，并对其影响因素进行分析，提出相应对策，力求促进南疆农牧区乡镇卫生院的健康发展，现报道如下。
1对象与方法
1.1 调查对象
本研究以和田地区、喀什地区共254个乡镇卫生院为研究对象，调查研究时间为2010年6～9月。
1.2 研究方法
使用新疆维吾尔自治区卫生资源填报系统对喀什地区、和田地区254个乡镇卫生院公共卫生实施状况进行调查。
