清代长白山人参政务探析

    摘要：长白山是目前中国三大精英库之一。清朝廷对长白山野人参需求量大，为了加强对长白山人参的挖采、运输、交纳等各环节的管理，清政府在东北建立了长白山人参政务制度。发放参票，作为采参、交参的凭证，组织专人即刨夫进参区采参，刨夫谙熟采参和加工人参技术。为防止闲人私入参区，清政府增设柳条边和卡伦，层层设卡，加以控管。野人参交纳数量不足，刨夫被迫种秧参充斥，客观上促进了人参种植业的发展。

    Ginseng goverment affairs of Changbai Mountain in Qing Dynasty

    Abstract：Changbai Mountain is one of China’s top three elite. The Qing court of Changbai Mountain Ginseng demand, in order to strengthen the management of Changbai Mountain Ginseng excavation, transportation, payment of the link, the Qing government in the Northeast established Changbai mountain ginseng of government administration system. Senate ticket issued, as mining, cross reference document, special organization that planing husband into the Senate District Senate adopted, the husband planing familiar with mining and ginseng processing technology. To prevent unauthorized private participation, the Qing government added the wicker and Karen, layers of card, to control. Pay less than the number of wild ginseng, ginseng is a seedling husband forced to dig, the objective to promote the development of ginseng planting industry. ......
